Re-submitting the same canonical listing URL is blocked automatically. Update the existing listing rather than submitting it again.
After claiming a listing, open Console → Owned listings → Edit listing. Submit your changes for manual review; the current listing stays unchanged until approval.
Edits must stay on the verified domain. For a domain transfer or a listing you cannot claim, open a support ticket with its URL or ID and supporting evidence.
